    Abstract: A flow slowing boom for slowing the speed of a buoyant fluid floating on moving water having a direction of water movement and a water surface includes a support structure for positioning at the surface of a body of water across the direction of water movement; an anchoring structure for anchoring the support structure relative to the moving water; a skirt structure; and a pivot structure interconnecting the support structure and the skirt structure so that the skirt structure is pivotably suspended from the support structure and moving water pivots the skirt structure out of a suspended vertical orientation to any of a range of angles beyond vertical including horizontal, thereby constraining buoyant fluid to flow across the skirt structure to slow the speed of the fluid and thus to permit the fluid to buoy toward the water surface for containment. A boom system and method are also provided.

    Abstract: A barrier for small boats has a plurality of flotation modules on lines extending across a waterway. The flotation modules are cast from a buoyant concrete mixture of cement, water, beaded forms of expanded polystyrene, and polypropylene fibers that is non-water-absorbing, crushable, not susceptible to failure in shear, and has a density lighter than water. The mixture can have cement with the beads in a ratio of about 1:3.5 by volume, the water with the cement in a ratio of about 0.5 (1:2) by weight and the fibers with the cement in a ratio of about 1:141 by weight. Lines pass thru the flotation modules and slip upon impact of a flotation module by a speeding boat, and the buoyant concrete mixture crushes to absorb some energy of the impact. The barrier is relatively low cost, can be made next to a waterway from readily available materials by unskilled workers and is deployed in a minimum amount of time.

    Abstract: A skimmer for removing debris off the surface of a river includes a float line installed across the river at an angle with respect to the river current, and a collecting net installed at the downstream end of the float line. The ends of the line are slidable upwards, along inclined supports, to unsnag the line when a heavy object hooks onto the line. A second mechanism, assisting in raising the line, is a series of rods which swivel in a pole-vaulted fashion from their leverage at the bottom of the river to lift the line out of the water and allow the heavy object to pass underneath. If the object hits the line with an excessive force, the line will reliably break at a desired weak point. The rods may have elbow joints that would provide better leverage in shallow water.

Inlet flow confining curtains have means for allowing the curtain to lift from the bottom of the waterbody as flow becomes progressively more extreme. The means may include patterns of weights in a series of normally horizontal pockets that are fabricated into the curtain at various distances below the water level that hang down to the bottom of the waterbody under normal conditions. The weights are graduated with the heaviest at the top and the lightest at the bottom. Alternatively, openings or windows are formed in the curtain and covered with mesh to allow flow through the windows while containing floatables larger than the size of the openings in the mesh.

    Abstract: A flexible structure assembled of impermeable modules surrounds a constant volume of liquid so as to control its quality. The modules may join together so that they can adjust to changing water levels. They may have a single layer or an impermeable membrane may sandwich a foamed core. Anchor sacks may hold the structure tightly to the sea bottom, or conventional anchors embedded in the sea bottom may anchor floating structures whose modules close their bottoms. Seals over joints reduce seepage so that conventional filters may clean and treat the liquid. The foamed core modules buoy the structures and insulate against heat transfer. A floating mat of modules comprising flexible transparent membranes may cover the enclosed liquid to prevent heat loss while achieving a solar energy gain. The structure may also be made in one piece from a flexible membrane.

    Abstract: A system for recovering oil spilled on a body of water includes a buoyant containment boom of sufficient length to surround at least a portion of the spilled oil, the boom having a plurality of outer pipe sections, each outer pipe section being longitudinally perforated along one side that may be positioned against the spilled oil, a plurality of spaced-apart support members positioned within the outer pipe, and an inner pipe that is longitudinally perforated along one side, generally coextensive with the outer pipe, and rotatably positioned within said support members so that the perforations in the inner pipe sections may be positioned at a desired height within the outer pipe sections. The system also includes at least first and second suction pumps, the first pump acting to draw a water and oil mixture into the outer pipe, and the second pump acting to draw a mixture having a high percentage of oil into said inner pipe. Water is extracted from the mixture and the oil is stored.

The current rudder is secured to one end of a line, the other end of the line is secured to an upstream point ashore, allowing the current rudder to move out into the stream and to maintain one end of the oil boom in a suitable position in the watercourse, while the other end of the oil boom is secured to a downstream point ashore, where an oil recovery device is positioned. The current rudder is fitted with a balance rudder operated by a line or a remote control from shore, allowing the current rudder and the oil boom end attached thereto, to be recovered to shore when so required.

    Abstract: An oil retention barrier (1) over which oil cannot splash over when the barrier is hauled in consists of several floating partial cells (8, 15, 16) and several smaller partial cells (7, 21) that are submerged in water, arranged and joined together in such a way that a flow channel (24) is created therebetween. For that purpose, one of the partial cells (15) is positioned in front of the other floating partial cells (8, 16) and joined to the floating partial cell (8) and to the submerged partial cell (9) by spacers (18, 23) that create said flow channel (24). The floating partial cells (8, 15, 16) are filled with waterproofed glass fibers or glass fiber mats, whereas the submerged partial cells (9, 21, 26) are filled with a non waterproofed material, in particular glass fibers. The flow channel (24) prevents banking-up pressure from building up in front of the barrier (1), so that the latter can be hauled in with practically no problems. The oil (4) cannot splash over the barrier nor flow underneath it.
