The wheel axle includes a wheel configured to roll on the wheel traveling base. The target holding portion is attached to the lifter via a rotation shaft parallel to the wheel axle. The wheel axle lock is configured to lock the wheel axle such that the wheel does not roll on the wheel traveling base and the wheel axle can rotate with respect to the target holding portion.
