Sealers and tools for applying surface sealers are also described.

This composition is partially miscible in water even though some of its constituents are not water miscible, thereby making the composition easy to wash and thus preventing oily film to be left on the treated substrate. The composition according to the invention is normally in a liquid form. If desired, for some applications, a thickening agent can be added thereto to convert it to a gel.

A mixture of ammonium carbamate and ammonium bicarbonate identified as ammonium carbonate is the preferred activator for this alkaline paint stripper. Improved stripping can also be provided by reacting ammonium bicarbonate and ammonia in situ within the water-in-oil emulsion.

A polar solvent component is provided by an alicyclic carbonate and a non-polar solvent component is provided by a terpene, with a short-chained non-ionic surfactant being provided for coupling the alicyclic carbonate and terpene in a homogeneous, single-phase solution. The composition may be 25-60% propylene carbonate, 1% (or less)-20% d-limonene, and 40-60% tripropylene glycol methyl ether. This solvent composition is non-toxic to personnel, and presents minimal environment hazards. Among its many applications are paint equipment clean-up, cleaning and reclamation of silkscreens, cleaning of offset printing rollers, cleaning of aluma-printing surfaces and equipment, as well as general purpose clean-up of greases, oils, paints, inks, and so forth.

    Abstract: Solvent formulations used in thinning oil-based resins and in cleaning equipment contaminated with oil-based resins include mixtures of constituents with low-, or no-toxicity and flash points generally considered to be above flammability levels. The formulations are compatible with such resins and further have drying characteristics suitable for most users. The solvating power and drying characteristics of these formulations are equivalent to turpentine and mineral spirits, but without the safety concerns associated with those thinners. The formulation components of the present invention include propylene glycol ethers comprising no more than 60% by weight of the solvent mixture, no more than 10% by weight of an isoalkane compound, and no more than 30% by weight of an oxidizing oil, and no more than 30% by weight of an odor-masking compound, preferably d-limonene.
