If the fire persists and the heat of the outer wall rises to a designated temperature (e.g. 200 degrees Fahrenheit), a valve opens and the heated water (the originally cold water) is flushed out and fresh cold water is brought in, further impeding the fire's progress. The fire will likely burn itself out without ever igniting any combustibles outside the duct walls.
