The composition is also substantially free of potentiometrically titratable acid. Also disclosed is a process for adhering a thermoplastic material to a rigid substrate. This process includes applying the above-described adhesive composition to the substrate, drying the composition, heating the thermoplastic material, contacting the thermoplastic material to the dry composition, and applying a vacuum to the thermoplastic material and the substrate for at least about; 10 seconds so as to adhere the thermoplastic material to the substrate. The composition of the present invention is particularly stable and can be used as a one component adhesive for up to 90 days.

C. The aqueous amine blend has an equivalent weight of 40 to 50 and a solids content of 40-60%.
