    Abstract: A method of controlling congestion in a virtual circuit packet network. A initial packet buffer is assigned to each virtual circuit at each node into which incoming packets are stored and later removed for forward routing. If a larger buffer is desired for a virtual circuit to service a larger amount of data, then additional buffer space is dynamically allocated selectively to the virtual circuit on demand if each node has sufficient unallocated buffer space to fill the request. In one embodiment, the criterion for dynamic allocation is based on the amount of data buffered at the data source. In alternative embodiments, the criteria for dynamic allocation may be further based on the amount of data buffered at each node for a virtual circuit and the total amount of free buffer space at each node of a virtual circuit. Signaling protocols are disclosed whereby data sources and virtual circuit nodes maintain consistent information describing the buffer allocations at all times.

    Abstract: Information received from a wired network terminal on the wall face, or the like, is delivered as a light signal from a light transmitting/receiving section of a light communication unit. A lighting fixture is provided with a light transmitting/receiving section where light is received from the light communication unit in order to acquire information, and a light emitting element emits illumination light modulated according to that information. A terminal can acquire the information by receiving the illumination light at a light transmitting/receiving section. Since communication is performed from the light communication unit to the terminal by irradiating light into the space, a convenient illumination light communication system requiring no communication cable or laying work of optical fibers can be constructed.

    Abstract: A worldwide network of Autonomous Robotic Telescope Systems (ARTS) tracks and analyzes space objects (satellites, shuttle, space debris, etc.) and astronomical objects (asteroids, comets, supernovas, etc.), and includes the ability to automatically schedule observations using remote, programmable or Internet controllable information networks. The system works with commercial off-the-shelf (COTS) items that include telescopes, mounts, cameras (e.g. CCD), software and computers. The telescope systems operate autonomously and remotely over Internet lines. Automatic scheduling is achieved by programming the slave telescope control computer. Satellite propagators and two line elements necessary for satellite tracking are provided on several Internet sites. Strategically placing these small portable telescope systems around the world enables users to acquire worldwide space object coverage and to be geographically diverse. This is also a cost effective way to provide necessary data to users.

    Abstract: A bipolar electrical signal of the type transmitted in the T1 digital transmission system is converted into an optical binary signal having pulses and spaces by translating each positive digital "1" in the bipolar signal into two digital pulses, each negative digital 1 in the bipolar signal into two spaces, and the digital 0 in the binary signal into an optical pulse followed by a space. The nonpermitted code of a space followed by an optical pulse is utilized at the receiving location for instantaneous framing. As a result of this particular code conversion, the balanced property of the bipolar input signal is maintained in the optical signal thereby preventing an offset bias from developing at the receiving location in the photodetector. In addition, the bipolar information is maintained in transmission, thus making the optical system "transparent" to bipolar signals.
