The control means may be programmable simply to allow the outlet to supply power only during low tariff rated periods, or to utilize more elaborate criteria, such as maintaining the supply of power either for a predetermined time regardless of tariff changes once the outlet has been turned on or until the device fed by the outlet has completed its operating cycle (as determined by the current drawn falling to zero), or effecting an inverse control between the tariff rate at which the outlet may be turned on and the time elapsed since it was last turned on.

A frequency converter converts an output signal from the amplifier into a second FSK signal having a frequency lower than a frequency of the first FSK signal. A demodulator demodulates the second FSK signal into a baseband signal. A bit-state detector detects a bit state from the baseband signal in response to a threshold. A calculator calculates a number of times of occurrence of a fact that the baseband signal moves across the threshold during a given time. The gain of the amplifier is adjusted in response to the number of times which is calculated by the calculator.

The link plate disposed between the key top and key frame is integrally formed; therefore, even when the user presses only one part of the key top, the entire key top is smoothly actuated due to the smooth and parallel actuations of the link plate. The vertical strokes of the key top are maintained at a constant level due to the integral link plate, and a plurality of actuation rubbers are integrally formed on a sheet so as to make the key board thin.

The phosphor powder is formed by preparing a phosphor composition, sintering the composition to form ingots, grinding the ingots to form a powder wherein a substantial amount of particles in the powder have a particle size of greater than 0 and less than about 5 microns, reactivating the powder in an inert atmosphere to a temperature of from about 500.degree. C. to about 550.degree. C.

Thereafter, the characteristic parameters of the speech are coded in the appropriate coding module, and a coded speech is obtained. When the coded speech is decoded, a reproduced speech is obtained.

The powdered metal mixture in turn is applied with a mechanical impact through high energy ball milling, thereby being mechanically alloyed into alloy powder. The alloy powder is compressed with a given pressure, thereby being formed into an alloy pellet. The alloy pellet in turn is heated to remove residual gases from the pellet. Thereafter, the electron emitting performance of the pellet is tested.
