    Abstract: In a data/strobe encoding scheme circuit in which data and a strobe signal are transmitted through different lines, changes respectively in the data and the strobe signal are employed as clock signals for a latching operation, and the data is transmitted to a succeeding-stage circuit operating on a second clock signal. The circuit latches predetermined data by an FF circuit and passes a data pair including a signal indicating that the data has been latched and held therein as well as the latched data to the succeeding-stage circuit, activates, if assertion of a signal indicating reception of the data is received from the succeeding-stage circuit, again the FF circuit which has latched the data and has entered a stop state, and receives new data.

In the present invention, the compositional formula of the phase-change substance is the Mn-containing perovskite oxide represented by (A1?xBx)Mn1+yO3 with 0<y in which the Mn ratio is changed from stoichiometric composition, thereby shifting the transition temperature (Tc) to a higher temperature with the emittance characteristic thereof comparable to that of the phase-change substance having the composition which is not changed from stoichiometric composition.

    Abstract: Disclosed is a topographic measurement system wherein at least one satellite is used to scan the earth surface and send picture frames of a target area captured at different positions to an earth station. The picture frames are combined to produce a number of pairs of frames which constitute a stereoscopic image of the target area. Each frame pair is analyzed according to a number of visual characteristics and evaluated with a set of fitness values representative of the degrees of fitness of the frame pair to topographic measurement of the target area. A total of the fitness values is obtained from each frame pair and compared with the total values of other frame pairs. A frame pair having the highest total value is selected as a best pair. A parallax between the best pair frames is determined to produce first and second sets of line-of-sight vectors for conversion to topographic data.

The receiving state signals are changed with variations of their radio wave attenuation according to whether it is cloudy, the cloud density, whether it rains or snows, etc. The receiving state data are collectively sent back to a weather forecast center 9. Weather forecast data e obtained by analysis in the weather forecast center 9 is transmitted to the artificial satellite 1, which in turn sends weather forecast data f back to the full area in Japan.
