    Abstract: An apparatus for communicating data is provided that includes a cell site element associated with a base transceiver station and operable to receive a plurality of packets associated with a communications flow, the packets including a plurality of subrates. The cell site element is further operable to detect a congestion condition via a measurement of a level in a receive jitter buffer. When the congestion condition exists, individual subrates can be dropped from subsequent backhaul packets until congestion subsides. Single timeslots of the flow are systematically added back during a configured time interval such that congestion abatement will back-off gradually. In more particular embodiments, the cell site element can be informed that congestion exists, whereby a congestion level is assigned to a collection of the subrates. In addition, the cell site element prioritizes the subrates and removes individual samples from one or more of the packets.

    Abstract: The present invention provides an improved random access channel protocol, wherein different user elements may be associated with different priority levels. Based on relative priority, the user elements may have different probabilities for deciding when to retransmit a previously transmitted packet upon receiving information from an access point indicating that the packet needs to be retransmitted. A buffer is provided for storing a packet to transmit, and the buffer is associated with a stack counter, which is incremented or decremented to or from a nominal value to determine when to transmit or retransmit the packet stored in the buffer. Based on the relative priority, feedback information from the access point may cause the stack counter for a packet needing to be retransmitted to stay at the nominal value, wherein retransmission will occur at the next available time slot, or it may increase the stack counter by one or more levels.

    Abstract: A system, method, and arrangement for controlling access to a wireless communication network. When a User Equipment (UE) is denied access to the network through a first access point, the UE stores the Location Area Identity (LAI) utilized at the first access point on a list of forbidden LAIs in the UE. If the LAI stored by the UE is utilized at another access point where the UE is allowed access, the LAI at the other access point is dynamically changed to a second LAI that is not on the UE's list of forbidden LAIs. An access point database stores a table defining which UEs are allowed to utilize each access point. The database also stores a list of rejected LAIs for each UE. A radio network controller accesses the database to determine an allowed LAI, and changes the LAI at the other access points where the UE is allowed access.

The target IP address may be the COA of the mobile node when the correspondent node's local network is the same as the external network where the mobile node is located.

    Abstract: A MOAF algorithm is used to resize cells for balancing capacity. The MOAF algorithm bases its decision on a cell and all other cells which the algorithm decides are sufficiently close in a propagation sense to affect the results. The MOAF algorithm also automatically determines those cells in an area which are most heavily loaded and those cells which are lightly loaded. The MOAF algorithm will only decrease the size of a cell if it determines specific adjacent cells that are willing and able to accept the load, and the MOAF algorithm will increase the size of a cell only if there is a nearby heavily loaded cell that requires the removal of load. Moreover, the MOAF algorithm can be tuned (via the threshold parameter T) to shift the focus of the optimization from avoidance of coverage holes to the avoidance of creation of excessive handover legs.
