The BS then transmits information regarding the allocated resources to the MS in a Packet Data Control Channel region of a subframe of the primary DL carrier.

The first wireless device determines a ratio of NAK/ACK signals in the feedback signals for a predetermined amount of time. The first wireless device determines whether the wireless medium is free by monitoring for wireless signals during a clear channel assessment interval. The duration of the clear channel assessment interval is based on the ratio of NAK/ACK signals. If the wireless medium is free for the duration of the clear channel assessment, the first wireless device wirelessly transmits data to at least one of the second wireless devices.

The signal power allocated to each carrier is determined relative to a gain realizable by satellite terminals within the respective beam region and assigned to receive the respective carrier, and the realizable gain of the terminals is based on locations within the beam. The signal power level allocated to each carrier is different from the power allocated to the other carriers.

The system forwards the first packet, wherein the first nonce is replaced with the new nonce.
