The camera module may capture video data and the transmission medium may be coupled to the camera module to transmit the captured video data as a live video stream to an external device. The lighting component included in the fleet camera apparatus may include LEDs and have infra-red capabilities to provide a night vision mode. The dimmer switch is included to control the LEDs' brightness. Other embodiments are disclosed.

The decoder then modifies the reconstructed signal at the second level of quality as specified by the residual data.
