The device includes a rod member which is connected to a braking element and has a kinematic system suitable to allow the rotation of the quarter without activating the braking element, so as to allow to deactivate the braking element while skating or allow rear-entry insertion of the foot if the skate is of the rear-entry type. A locking element is provided for locking the kinematic system and/or the devices for deactivating the braking element.
