    Abstract: The Inter-System handover is one of the key features in the third generation cellular systems. The compressed mode, with variable transmission gaps and power levels, is standardized to support the inter-frequency system handover. To minimize the use of system resources while maintaining the border-cell handover quality, a capacity-based compressed mode control method of the present invention is proposed. Considering the tradeoff between the capacity and the communication quality, the control method can adaptively manage the compressed mode operation based on the potential impacts on the capacity and the effectiveness of the compressed mode measurement. The present invention will improve the effectiveness and performance of the compressed mode operation.

    Abstract: A multi-slope handoff algorithm for controlling dynamic communication quality in wireless communications is proposed to let a mobile node adjust the handoff slope according to different communication connection situations for setting the optimum add/drop connection trigger thresholds. The algorithm comprises the following steps. First, a mobile node receives pilot strengths of its service pilot and nearby pilots to produce an aggregate strength. Next, the mobile node determines whether to perform handoff according to the magnitude of the aggregate strength. The handoff action is then controlled by multi-slope handoff operations to set an appropriate slope and to calculate the add/drop connection trigger thresholds when performing handoff. Finally, the pilot to be connected is selected based on the communication quality at that time. In this way, the quality of the communication service can be enhanced, the connection power consumption can be lowered, and the communication channel usage can be reduced.

    Abstract: Handoff control methods. User equipment measures the strength of a first pilot signal in an active set. The first pilot signal is transmitted from a base station currently providing services to the user equipment. Handoff parameters for handoff are dynamically set according to the strength of the first pilot signal, and handoff thresholds are determined corresponding to the handoff parameters. If the total strength of other pilot signals other than the first pilot signal in the active set is below a predetermined value, the handoff parameters are further adjusted.

    Abstract: A communication system includes a base station and a plurality of remote stations wirelessly communicating with the base station. The base station determines a respective RF quality for each remote station. In response to a request for RF resources from a given remote station, the base station determines whether admission of the given remote station would exceed an RF power budget threshold. If the RF power budget threshold would not be exceeded, the RF quality is compared to a first quality threshold to determine whether to allocate the requested RF resource to the given remote station. Otherwise, the RF quality is compared to a second quality threshold more stringent than the first quality threshold to determine whether to allocate the RF resource to the given remote station. The base station may further determine whether to allocate requested RF resources on the basis of a priority of the requested resources.

    Abstract: A method and apparatus for transmitting a burst of data over a supplemental channel on just one leg of a handoff by changing the maximum allowed burst duration of the data to be transmitted over the supplemental channel as a function of the future and/or current characteristics of the communication link of the leg(s) of the handoff. The data is then transmitted over just one leg of handoff using the maximum allowed burst duration. By changing the parameters of the data, the data may still be acceptably received at the mobile terminal over just one leg of the soft handoff even when the strength of the pilot signal used for the supplemental channel changes significantly. In an illustrative embodiment of the invention the stability of the communication link is used as a way of ascertaining the future conditions of the communications link.

    Abstract: In the method, an average user throughout over all active users is computed, and each user's user perceived throughput is compared against the computed average throughout. Based on the comparison, the scheduling of the plurality of users is prioritized. In an embodiment, a priority adjustment factor is applied to each user to prioritize the scheduling of users to receive a data transmission. The priority adjustment factor is determined based in part on an update function. The update function is proportional to a calculated difference between each user's user perceived throughput and the average user throughput. Based on the sign of the update function, the priority adjustment factor is either incremented or decremented, and hence, prioritization of users is ordered. The output of the scheduler is user identifying information that informs the base station to transmit data in a current time slot to the identified user determined as the highest priority user by the scheduling method.

    Abstract: An apparatus that generates wireless paging requests that are based at least in part on the technological capability of the mobile device to be paged. The apparatus comprises processing circuitry that is capable of generating paging request that are based at least partially on knowledge that the apparatus is capable of accessing relating to one or more technological capabilities of mobile devices. The processing circuitry is in communication with, or comprised by, the wireless network. When the wireless network broadcasts a paging request for a particular mobile device, the paging request preferably is only broadcast to cells that have the same technological capability of the mobile device being paged. By paging based at least in part on the technological capability of the mobile device, the number of pages issued can be greatly reduced, which reduces paging overhead and provides other advantages.

    Abstract: A method for allocating traffic between multiple carriers in a wireless communications system measures loading on the communication system and selects an appropriate carrier from multiple carriers, based upon the loading measured. If the load on the first carrier is not lower, then the subscriber may be assigned either to a supplemental carrier or the first carrier. The carrier assignment of the subscriber depends upon a predetermined threshold, which preferably considers actual or estimated differential interference between the first carrier and the supplemental carrier.

    Abstract: The present invention, in illustrative embodiments, implements systems and methods for adjusting the timing of access requests in mobile communications systems, such as IS-95-A mobile telephone systems, to reduce the likelihood of request collisions—especially during periods of very high calling rates. These embodiments employ measurements of access channel occupancy, as well as system operator inputs, to develop thresholds and parameter translations at a base station. Execution of control algorithms at a base station advantageously yields modified persistence test parameters sent to mobile stations. When overload conditions are present, these modified parameters cause the mobile stations to experience variable delays through judicious control of persistence testing at the mobile stations.

    Abstract: A high priority and/or emergency overload access control system treats a wireless unit as a higher priority wireless unit when the wireless unit is attempting to access a wireless communications system with a high priority call, such as an emergency call. For example, the overload access control system can recognize if the wireless unit is attempting to initiate a call to an emergency number. If so, the wireless unit can perform a persistence test as an emergency class (e.g. overload class 10-15) wireless unit in attempting to access the wireless communications system. Thus, the wireless unit will experience an increased probability of passing the persistence test and thereby reducing the persistence delay in attempting to access the wireless communications system with the emergency call.
