    Abstract: A method for reducing frequent idle handoffs of a wireless communication device is described. A registration request is received by a base station or a femto access point from the wireless communication device. The number of registration requests received from the wireless communication device are counted while the registration timer is running. It is determined that frequent handoffs are happening when the number of registration requests received is greater than a registration threshold. A transmit power of a femto access point is adjusted if the number of registration requests received indicates that frequent handoffs are happening.

    Abstract: In an embodiment, a central coordination server (e.g., a Spectrum Access Server) partitions a shared communication medium into a contention-free partition where the shared communication medium is reserved for devices associated with a first set of operators and a contention-based partition where devices associated with a second set of operators contend for access to the shared communication medium, at least one operator belonging to both the first and second sets of operators. The central coordination server notifies target devices (e.g., APs, ATs, etc.) of the partitioning. In a further embodiment, a device (e.g., AP, AT, etc.) communicates over a portion of the contention-free partition that is reserved for an associated operator, and also over the contention-based partition.

    Abstract: Methods, systems, and devices for wireless communication are described. A user equipment (UE) and a base station operating in unlicensed spectrum may temporarily increase a paging opportunity window (POW) size, or reduce a time between POWs, in order to meet performance metrics or account for time periods when a base station is unable to win access to the wireless medium during a POW. In some cases, a UE may identify a failed listen-before-talk procedure and autonomously update the POW size. In other examples, a base station may initiate a change in POW size or increase a number of paging opportunities in order to meet achieve one or more key performance indicators (KPIs). After a predetermined period, or after a triggering condition is no longer present, the UE and the base station may reset the POW size or the number of paging opportunities to a nominal amount to conserve power.

A device such as a user equipment (UE) or base station (eNB) determines a threshold transmission power for a transmission frequency of the device. The device also determines a signal strength of the satellite-based positioning system signal at the device. The device then controls a transmission property of the device based on the signal strength of the satellite-based positioning system signal when a transmission power of the device at the transmission frequency satisfies the threshold. The device may also determine that reception of the satellite-based positioning system signal by the second device is likely to be affected by a transmission from the device at a transmission power that satisfies the threshold and control the transmission property when reception of the satellite-based positioning system signal is likely to be affected.

In some implementations, a set of neighboring access points cooperate to determine which resources are reserved for handover signaling. In some implementations, resources for handover signaling are reserved on a network-wide basis or an access point cluster-wide basis.
