The access point is configured to provision a telecommunications services through the IP network when it detects that an identification module is present.

The system is arranged to log the identifiers and associate those identifiers with the entry point (e.g., the wireless access point) into the IP based wireless network. Call connections from the mobile subscribers are monitored for various throughput and call quality based metrics. Call handoffs between the IP-based wireless communications network and the cellular telephony network are managed by the system based on the monitored call quality and throughput metrics on a per-access point basis using the registered identifiers.

    Abstract: A subscriber communicates over an IP-based wireless telecommunications network through an access point. Identifiers associated with the access point (e.g., MAC address IP address, FQDN . . . ) are stored in a database. Each access point is mapped into one or more service zones, where service zones are mapped to service types. The subscriber has a rate plan that is based on a selection of one or more service types. When a wireless connection between the subscriber and the IP-based wireless telecommunications network is established, the access point identifiers are used to retrieve a service zone ID from the database. Upon completion of the communication, a call detail record can be generated that includes the service zone ID for the communication. The billing system can then retrieve billing plan information to determine an appropriate rate for the subscriber based on the service zone ID.

When a geographical position is needed for the mobile device (e.g., a 911 call), messages are exchanged between the NC and a serving mobile location center (SMLC), where the SMLC retrieves information from a database that is used to identify the geographic position of the mobile device. The database can store a variety of information related to mobile devices such as: last known position, IP address, MAC address, a mobile or subscriber identifier (such as an International Mobile Subscriber Identity (IMSI)), last CGI, etc. The geographical position is communicated back to the NC, which can then forward the position information to a switch for processing such as for 911 calls.

When a connection request is made by a mobile device to access an IP-based telecommunications service, one or more identifiers associated with the requesting mobile device and access point are provided in the request and stored by the facility. In some cases, the identifiers are stored even if the mobile device is unable to, or not authorized to, access the telecommunications service. Additional parameters associated with the request from the mobile device, such as a time stamp and details of a subsequent telecommunications session, are also associated with the stored request. The history of requests to access the IP-based telecommunications service from the mobile device are maintained by the facility and provided to a service support provider.

    Abstract: A system and method for collaborating with a billing system is provided for use in a converged telecommunication network that includes a cellular telephone network and an IP-based network. During an IP-based call registration process, a mobile device communicates with a network controller over the IP-based network. The network controller accesses a database with the information provided by the mobile device and subsequently overloads values for an existing field in a call detail record (CDR). Upon completion of the call over the IP-based network, the network controller communicates the overloaded version of the CDR to an MSC which generates the final CDR that is used for billing. Any appropriate field of the CDR can be selected for overloading, such as for example an existing CGI record field from the CDR.
