    Abstract: An apparatus and method to decrease bit rate through direct control of video compression parameters when compressing a video. The video compressing apparatus may use a Region of Interest (ROI)-dependent compression parameter and may include a ROI estimating part, a parameter allocating part, and a compression part. The ROI estimating part may estimate the ROI of an input video. The parameter allocating part may allocate a compression parameter to each region of the input video based on the estimated ROI information. The compression part may compress the input video by applying the parameter allocated to each region. A higher compression rate may be achieved by allocating a higher bit rate to the ROI and a lower bit rate to non-ROI regions.

A method for reducing noise in a wireless charging device may include: outputting a pulse of a first voltage to a first coil in a first period and monitoring a variation in a response current according to feedback of the output pulse to check whether an object is located on the wireless charging device; checking whether communication with the object is possible when the object is located on the wireless charging device; and, when communication with the object is not possible, outputting a pulse of a second voltage lower than the first voltage to the first coil in the first period to check whether the object is located on the wireless charging device. Accordingly, noise generated in the wireless charging device can be reduced.

Also provided is an antiviral animal cell containing the protein according to the present invention, or the nucleic acid sequence encoding the protein. The antiviral agent and antiviral animal cell exhibit advantageous effects in that they selectively degrade foreign nucleic acid chains invaded in an animal cell and have no cytotoxicity to the animal cell, thus causing no death of the animal cell.
