    Abstract: Devices and methods for intelligent handover requests and management are disclosed. IRAT handover failure can be prevented by ensuring that user equipment (UE) is asked to handover to a target cell that it has already measured, and that resource allocation in the base station sub-system (BSS) is made in the correct cell. For instance, a radio network controller (RNC) can maintain cell identification and corresponding node information when an updated measurement control message is sent to the UE. According to certain aspects, a relocation cancellation message can be sent from an RNC to a mobile switching center (MSC) if a new measurement report, such as a 3a report, is received by the RNC.

The communication system wirelessly receives a registration request for wireless communication service from a wireless communication device. The communication system processes loading information for the overhead time cycles or a quality of service level of the wireless communication device to assign the wireless communication device to one of the overhead time cycles. The communication system wirelessly indicates the assigned overhead time cycle to the wireless communication device. The communication device monitors the overhead time slots during the assigned one of the overhead time cycles and does not monitor the overhead time slots during the not assigned overhead time cycles.

The supporting network node provides the information about the retransmission rates of the user terminals to the base stations that are serving the user terminals. When a user terminal is being scheduled to receive a downlink transmission, the scheduler at the base station may use historical retransmission rates of the user terminal to select transmission parameters, e.g. modulation and coding scheme (MCS) and/or transport block (TBS), for the downlink transmission.

    Abstract: A method and mechanism to use a serving evolved Node B, eNB, to force a User Equipment, UE, (being served by that eNB) into Discontinuous Reception, DRX, mode despite pending data transactions at the UE. This results in timely reading of Extended Cell Global Identity, ECGI, of neighboring cell(s), thereby facilitating entry of a target cell into the serving cell's neighbor list via Automatic Neighbor Relation, ANR, and subsequent handover (if needed) to that target cell. The serving eNB may instruct its scheduler to not allocate any Resource Blocks, RBs, to the UE (especially when the UE has high volume of pending data transactions and/or when the UE is in motion and its retransmission rate is beyond a specific threshold) such that the UE automatically goes into the DRX mode. The duration of the DRX cycle also may be optionally extended until ECGI measurements from the UE are received.

    Abstract: Methods and systems for dynamically adjusting the page-concatenation level based on RF conditions being experienced by a mobile station are disclosed herein. An exemplary method involves (i) determining that a mobile station should be paged, wherein the mobile station is operating in a coverage area of an access network; and (ii) in response: (a) using at least one indication of RF conditions for the mobile station as a basis for selecting a page-concatenation level for a page to the mobile station; and (b) transmitting the page to the mobile station, wherein the page is transmitted in a page message having the selected page-concatenation level. In an exemplary embodiment, the indication of RF conditions may be a determination that a mobile station is located near the border of a coverage area, which is made based on an elapsed time since the mobile station's last-received registration message.

    Abstract: A mobile station uses a search window to search for a target pilot signal transmitted by a target transmitter in a spread spectrum communication system. The search window may be centered on the expected phase of the target pilot signal at the mobile station. To calculate the expected phase, the mobile station estimates a transmission delay associated with the target pilot signal, based on at least the target transmitter's location and the mobile station's location. The transmission delay may account for the time it takes for the target pilot signal to propagate from the target transmitter to the mobile station. The expected phase of the target pilot signal may then be calculated based on at least a nominal phase of the target pilot signal (e.g., the phase when transmitted by the target transmitter) and the estimated transmission delay.

    Abstract: A mobile station transmits a message by transmitting an access probe that includes the message preceded by a preamble. The mobile station selects the length of the preamble from among a first preamble length and a second preamble length. The second preamble length is greater than the first preamble length. The mobile station makes the selection based, at least in part, on the distance between the mobile station and the mobile station's primary base transceiver station (BTS). If the distance is greater than a threshold distance, the mobile station selects the second preamble length. If the distance is less than the threshold distance, the mobile station selects the first preamble length, provided that an idle handoff to a neighboring BTS that is more than the threshold distance away is unlikely.

The network includes a plurality of radio links between a radio base station and User Equipments (UEs) operating in the sector. The controller may first reduce the power of a first subset of the radio links by reducing the packet-switched (PS) downlink target Block Error Rate (BLER) Quality. If the congestion is not resolved within a defined time period, the power of a second subset of the radio links may be reduced by reducing the circuit-switched (CS) DL target BLER Quality. If reducing the PS and CS downlink target BLER Quality does not resolve the congestion, the invention may then implement an existing method of releasing non-guaranteed Air Interface Speech Equivalents (ASEs) and then guaranteed ASEs if required.

    Abstract: A method and system is disclosed for selectively scheduling control channel messages ahead of traffic channel data. When a RAN in a wireless communication system operating at least according to IS-856 determines that a delay condition exists in the transmission of a particular control packet to access terminals, the RAN will determine if there is a particular traffic packet in active transmission that is classified according to best effort service (or similarly-characterized service class), and further if at least a threshold number of a nominal number of time-slot segments of the particular traffic packet remain untransmitted. If such a traffic packet is identified, the RAN will cancel transmission of the particular traffic packet and replace it with immediate transmission of the particular control packet.

    Abstract: A method and system is disclosed for enhanced Simultaneous Hybrid Dual Receive operation. A hybrid access terminal engaged in an IS-856 data communication in a hybrid IS-2000/IS-856 wireless communication system will use its high-gain antenna to conduct IS-2000 tuneaway scans when the access terminal determines that the IS-2000 signal received from its serving base station is below a level that can be reliably detected by its low-gain antenna. At the same time, the access terminal will continue to use its low-gain antenna to engage in the ongoing IS-856 communication, thereby avoiding interruption of the IS-856 communication by IS-2000 tuneaway scans, even when RF conditions are sub-optimal. The access terminal may apply a DRC offset to its DRC request when using just its low-gain antenna for IS-856 communications.
