The fins are provided on an outer peripheral surface of the rotor and inclined with respect to a rotation direction of the rotor. The magnets are arranged inside the rotor. The first cover faces an end face of the rotor and includes a plurality of holes. The second cover protrudes from an outer circumferential edge of the first cover toward a rotor side. The cover-switching mechanism opens the holes in the braking state and closes the holes in the non-braking state. The first cover is disposed on a side on which a leading end portion of each fin is present. The retarder achieves suppressing windage and ensuring a heat dissipation performance.
