One example method for wireless communications at a user equipment (UE) includes detecting a radio link failure (RLF) condition for a connection between the UE and a network over a first cell group and determining, in response to detecting the RLF condition, whether an air interface resource allocation is available for a signaling radio bearer (SRB) between the UE and the network over another cell group. The method also includes selecting, based at least in part on the determination, one of a plurality of RLF procedures. In some examples, the UE may select a first RLF procedure that fully releases radio resources when no SRB is available and a different, second RLF procedure that partially when an SRB is available between the UE and the network over a second cell group.

The UE may transmit measurement reports that provide measurement information for cells in proximity to the UE. The UE may maintain a set of active cell groups and a set of inactive cell groups. In some examples, the UE may replicate an uplink packets and transmit the uplink packet and replicates on multiple cell groups. A user equipment (UE) may autonomously initiate a handover procedure and select a target base station for the handover procedure. The UE may measure a signal from the source base station or the target base station, or both, and the UE may determine whether specific criteria at both base stations are within a pre-configured range. If the criteria at both base stations are within the pre-configured range, the UE may identify the target base station as a potential candidate for a handover. Accordingly, when the UE determines that radio conditions with the source base station are deteriorating (or fall below a threshold), the UE may initiate a handover to the target base station autonomously and without specific direction from the source base station.

    Abstract: New radio (NR) power headroom report (PHR) design for millimeter wave (mmWave) deployment is discussed. The power control process for mmWave may include beam-specific periodic PHR reporting and user equipment (UE)-specific event-trigger PHR reporting. The periodic PHR reporting may either provide a single PHR that includes power headroom information for each of the serving beams, or the UE may be configured to measure and report PHR for different beams in different slots. When reporting a single PHR with power headroom information for multiple serving beams, a beam index may be included in the reserved bits of the PHR. For the event-trigger PHR, the PHR reported based on a detected event trigger may provide power headroom information only for the current serving beam, or for all serving beams.

    Abstract: Systems and techniques are disclosed for selecting service-specific cells that considers additional information about service availability at the cells. A base station stores service availability information in system information. A UE searching for a service-specific cell on which to camp receives the system information with service availability. The UE analyzes its service requirements against the service availability as well as measured radio conditions and selects a cell that enables service-specific support on which to camp. When a change occurs to availability of the service support at the base station, it notifies the camped UE of the change and the UE obtains the changed system information to determine whether to reselect a different cell on which to camp. When a service-specific cell is not available, the UE may select a suitable cell for normal service and periodically perform cell reselection in an attempt to again camp on a service-specific cell.

In some wireless communications systems, a transmitting device may identify a Radio Link Control (RLC) service data unit (SDU) to be transmitted to a receiving device. In some cases, the transmitting device may not have access to sufficient resources to transmit the entire RLC SDU. As such, the transmitting device may segment the RLC SDU into RLC SDU segments, and the transmitting device may transmit the RLC SDU segments to the receiving device. If an RLC layer at the receiving device receives one or more RLC SDU segments out of sequence, the RLC layer may initiate a reassembly (or reordering) timer. The RLC layer may reassemble the successfully received RLC SDU segments to be passed to upper layers. Once the timer expires, the RLC layer may declare that the missing RLC SDU segments are lost.

    Abstract: Discovery and synchronization channels are discussed for user-tracking zones in a cellular network. User-tracking zones reduce the mobility tracking burden on the UE and shift the tracking responsibility to the network. This shift allows for UE and network power savings from reduced searching at the UE as well as through efficient paging area tracking and less broadcast signaling. The various aspects provide channel design for initial synchronization and discovery of the user-tracking zones. A single frequency network (SFN) synchronization channel is provided with at least a reference signal for time synchronization and payload information that may include a zone identifier (ID), formatting for a system information transmission request, and resource allocation for the request. The zone ID may be included in the payload or embedded into the reference signal. Facility is also provided for handling zone nodes of different power classes that allows for maintaining the SFN operations.
