    Abstract: Methods and apparatuses of wireless communications are provided to dynamically determine capability information such that potential configuration and/or resource conflicts may be mitigated among multiple connections while one or more of on-going connections are not interrupted. A user equipment (UE) establishes one or more connections with a network. The UE allocates, in a first resource allocation, one or more resources of the UE to the one or more connections. The UE dynamically determines an instantaneous UE capability information (IUCI) of the UE in response to a change from the first resource allocation to a second resource allocation, the IUCI indicative of the capability of the UE during a predetermined time period. The UE transmits the IUCI to the network to mitigate potential resource allocation conflict among the one or more connections while maintaining at least one of the connections.

    Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may be configured to operate in dual connectivity (DC) and with split radio bearers, such that one or more split radio bearers are associated with a first cell group and one or more split radio bearers are associated with a second cell group. In some cases, a cell group failure may occur. Accordingly, the UE may autonomously update one or more radio bearer configurations of the split radio bearers to determine a processing scheme for the cell group failure. Additionally or alternatively, as a result of the cell group failure, an amount of unacknowledged data in a radio link control (RLC) buffer for the second cell group may get stuck such that the network cannot access it. Accordingly, the UE may perform a PDCP data recovery (e.g., user plane handling) to access the unacknowledged data.

    Abstract: A wireless device may receive a radio link control (RLC) protocol data unit (PDU) from a lower layer (e.g., from a media access control (MAC) layer) when processing communications (e.g., packets) received from another wireless device. The receiving wireless device may identify that the PDU is an RLC service data unit (SDU) segment based at least in part on an indication corresponding to a sequence number associated with the RLC SDU segment. The receiving wireless device may then determine that the RLC SDU segment is received out of order based on previously received PDUs or previously received RLC SDU segments, and initiate a reassembly timer based on the out of order determination for the RLC SDUs. If the remaining RLC SDU segments (e.g., that complete the RLC SDU) are received before reassembly timer expires, the wireless device may reassemble the RLC SDU to be passed to a higher layer.

    Abstract: Discovery and synchronization channels are discussed for user-tracking zones in a cellular network. User-tracking zones reduce the mobility tracking burden on the UE and shift the tracking responsibility to the network. This shift allows for UE and network power savings from reduced searching at the UE as well as through efficient paging area tracking and less broadcast signaling. The various aspects provide channel design for initial synchronization and discovery of the user-tracking zones. A single frequency network (SFN) synchronization channel is provided with at least a reference signal for time synchronization and payload information that may include a zone identifier (ID), formatting for a system information transmission request, and resource allocation for the request. The zone ID may be included in the payload or embedded into the reference signal. Facility is also provided for handling zone nodes of different power classes that allows for maintaining the SFN operations.

    Abstract: Systems and techniques are disclosed for selecting service-specific cells that considers additional information about service availability at the cells. A base station stores service availability information in system information. A UE searching for a service-specific cell on which to camp receives the system information with service availability. The UE analyzes its service requirements against the service availability as well as measured radio conditions and selects a cell that enables service-specific support on which to camp. When a change occurs to availability of the service support at the base station, it notifies the camped UE of the change and the UE obtains the changed system information to determine whether to reselect a different cell on which to camp. When a service-specific cell is not available, the UE may select a suitable cell for normal service and periodically perform cell reselection in an attempt to again camp on a service-specific cell.

    Abstract: New radio (NR) power headroom report (PHR) design for millimeter wave (mmWave) deployment is discussed. The power control process for mmWave may include beam-specific periodic PHR reporting and user equipment (UE)-specific event-trigger PHR reporting. The periodic PHR reporting may either provide a single PHR that includes power headroom information for each of the serving beams, or the UE may be configured to measure and report PHR for different beams in different slots. When reporting a single PHR with power headroom information for multiple serving beams, a beam index may be included in the reserved bits of the PHR. For the event-trigger PHR, the PHR reported based on a detected event trigger may provide power headroom information only for the current serving beam, or for all serving beams.
