    Abstract: Various apparatuses and procedures for applying cell reselection priorities in a wireless transmit/receive unit (WTRU) are described. A method includes receiving a message including first cell reselection priorities assigned to a first plurality of frequencies and a validity timer associated with the first cell reselection priorities, where the validity timer indicates a length of time the first cell reselection priorities are valid, starting the validly timer based on the received message, performing a cell reselection evaluation using the first cell reselection priorities, and, on a condition that the validity timer expires, deleting the first cell reselection priorities, applying second cell reselection priorities assigned to a second plurality of frequencies, and performing a cell reselection evaluation using the second cell reselection priorities.

    Abstract: A method and apparatus are disclosed relating to ciphering and de-ciphering of packet units in wireless devices during retransmission in wireless communications. The packet units are re-segmented with the ciphering done on the re-segmented packet unit or on a radio link control protocol data unit (RLC PDU) with or without segmentation. Alternatively, the re-segmentation is done on the radio link control service data unit (RLC SDU) with or without segmentation. Alternatively, the ciphering process and multiplexing of the RLC PDU is done in the medium access control (MAC) layer of a MAC PU before undergoing a hybrid automatic repeat request (HARQ) process for retransmission. Further, the ciphering process in the RLC is done on a packet data convergence protocol packet data unit (PDCP PDU).

    Abstract: A method for performing cell reselection first determines a current cell selection quality value. The cell selection quality value is compared to a predetermined threshold. Measurements of neighboring cells are taken if the cell selection quality value is less than or equal to the predetermined threshold. Measurements can be taken of intra-frequency cells, inter-frequency cells, and inter-radio access technology cells. If a neighboring cell is found that is better than the current cell based on the measurements, then the better neighbor cell is reselected to.

    Abstract: A method and apparatus for searching for closed subscriber group (CSG) cells are described. A wireless transmit/receive unit (WTRU) transmits, to a network of CSG cells, a measurement/cell-search gap request message including a cause value having at least one bit that indicates whether the request message was transmitted due to a manual cell search command or a WTRU autonomous determination. The WTRU receives a measurement/cell-search gap allocation message from the network in response to the measurement/cell-search request message. The WTRU also may determine whether it has a discontinuous reception (DRX) gap that is long enough to read a master information block (MIB) and a system information block (SIB) of a neighboring CSG cell. If the DRX gap is not long enough, the WTRU may transmit a measurement/cell-search gap request message to the network, or autonomously tune away from a cell currently serving the WTRU to read the MIB and SIB.

The WTRU receives a broadcast from a cell including a cell identifier (ID). If the cell ID is associated with a CSG cell, the WTRU determines whether the CSG ID is programmed in the USIM. The cell broadcast may include a single bit information element (IE) indicating that the cell is a CSG cell. If the cell ID is a CSG ID, the cell ID may further include a plurality of fields which indicate at least one of a country, a region, an operator, and a home evolved Node-B (HeNB) number. The cell broadcast may further include a bit indicating whether the CSG cell is public or private. The cell broadcast may further include a bit indicating that emergency calls are allowed from all users.

    Abstract: A method and apparatus performs processing of the non-access stratus (NAS) layer (layer 3) in long term evolution (LTE) wireless transmit/receive units (WTRUs), which allows the NAS protocol layer to route layer 3 messages to the correct NAS entity, and to encode new NAS message types and information elements. A new architecture is presented that enables NAS security. When a NAS message is generated, a determination is made as to whether or not to cipher, de-cipher and/or integrity check the NAS message based on at least one of a protocol discriminator (PD) of the NAS message, an indicator field in a header of the NAS message, the type of the NAS message, a NAS security state variable, and an indication by an upper layer protocol. The NAS security state variable indicates whether NAS security is currently active or not and may comprise one bit.

    Abstract: A method and apparatus are described for implementing a reset procedure for radio link control (RLC) using radio resource control (RRC) signaling. A wireless transmit/receive unit (WTRU) receives a request for RLC reset. A processor at the WTRU comprises a RRC entity and a RLC entity. The RRC entity receives the request for a RLC reset in a radio resource control message. The RLC entity reassembles RLC service data units (SDUs) from any protocol data units (PDUs) that are received out of sequence at a receiving side of the RLC entity. The reassembled SDUs are delivered in sequence to a packet data convergence protocol entity (PDCP). At the receiving side of the RLC entity, any remaining PDUs that are not able to be reassembled are discarded. At a transmitting side of the RLC entity, all SDUs and PDUs stored in transmit buffers are discarded.

A CSG TA broadcast is received and the broadcast CSG TA is accessed if an identifier of the broadcast CSG TA matches the stored CSG TA identifier. Also disclosed is a method for changing a mobility state of a WTRU. A current mobility state of the WTRU is determined and a predetermined metric of the WTRU is examined. The predetermined metric is evaluated to determine if the metric has crossed a threshold and the mobility state is changed based on the evaluated metric.
