    Abstract: A method and apparatus performs processing of the non-access stratus (NAS) layer (layer 3) in long term evolution (LTE) wireless transmit/receive units (WTRUs), which allows the NAS protocol layer to route layer 3 messages to the correct NAS entity, and to encode new NAS message types and information elements. A new architecture is presented that enables NAS security. When a NAS message is generated, a determination is made as to whether or not to cipher, de-cipher and/or integrity check the NAS message based on at least one of a protocol discriminator (PD) of the NAS message, an indicator field in a header of the NAS message, the type of the NAS message, a NAS security state variable, and an indication by an upper layer protocol. The NAS security state variable indicates whether NAS security is currently active or not and may comprise one bit.

The Non-Access Stratum (NAS) of the apparatus determines whether to perform a CS fallback based on an Internet Protocol (IP) Multimedia Subsystem (IMS) registration status, and sends a service request indicating a request to perform the CS fallback when the WTRU is attached to a CS domain. The apparatus also includes an Access Stratum (AS) that receives the CS service request from the NAS, sends an indication of the CS service request in a Radio Resource Control (RRC) message to an Evolved Universal Mobile Telecommunications System (UMTS) Terrestrial Radio Access Network (E-UTRAN), wherein the RRC message includes CS service information, and receives a handover command in response to the CS service request.

Also disclosed is a method for changing a mobility state of a WTRU. A current mobility state of the WTRU is determined and a predetermined metric of the WTRU is examined. The predetermined metric is evaluated to determine if the metric has crossed a threshold and the mobility state is changed based on the evaluated metric.

The cell broadcast may include a single bit information element (IE) indicating that the cell is a CSG cell. If the cell ID is a CSG ID, the cell ID may further include a plurality of fields which indicate at least one of a country, a region, an operator, and a home evolved Node-B (HeNB) number. The cell broadcast may further include a bit indicating whether the CSG cell is public or private. The channel condition may be determined based on whether the WTRU is in in-sync or out-of-sync in MBMS reception, consecutive negative acknowledgements (NAKs) within a certain time window, measured pathloss from a reference channel, etc.

    Abstract: A method and system for call setup in an evolved third generation (3G) radio access network are disclosed. A wireless transmit/receive unit (WTRU) sends its identity to a core network (CN) for call setup when the WTRU is in an RRC_disconnected state. The CN verifies the identity and sends an authentication vector to the WTRU. The WTRU sends a service access request message including an authentication response to the CN via a Node-B. The Node-B performs an admission control. The CN attaches the WTRU if the authentication response is same to an expected response. The Node-B then allocates radio resources to the WTRU. The Node-Bs may be directly connected, or may be connected to a control plane server which performs admission control. When the WTRU is transitioning from an RRC_idle state to an RRC_connected state, the WTRU may or may not need to re-authenticate again.

    Abstract: A method and apparatus are described for implementing a reset procedure for radio link control (RLC) using radio resource control (RRC) signaling. A wireless transmit/receive unit (WTRU) receives a request for RLC reset. A processor at the WTRU comprises a RRC entity and a RLC entity. The RRC entity receives the request for a RLC reset in a radio resource control message. The RLC entity reassembles RLC service data units (SDUs) from any protocol data units (PDUs) that are received out of sequence at a receiving side of the RLC entity. The reassembled SDUs are delivered in sequence to a packet data convergence protocol entity (PDCP). At the receiving side of the RLC entity, any remaining PDUs that are not able to be reassembled are discarded. At a transmitting side of the RLC entity, all SDUs and PDUs stored in transmit buffers are discarded.
