The access terminal may determine whether one or more signal parameters of the target cell are above respective threshold values. If one or more signal parameters are not above the respective threshold values, the access terminal continues with the serving cell. Wireless network devices send a channel release message at the end of an active call. The channel release message can include a cell selection instruction directing the access terminal to connect to a target cell upon channel release.
