    Abstract: A computer-readable storage medium stores instructions for execution by one or more processors of a UE. The instructions configure the UE for small data transmission (SDT) in a 5G NR network and cause the UE to perform operations comprising detecting while in an RRC_Inactive state, a radio link failure during a first SDT of UL data to a base station. A secure key for a second SDT is generated based on the radio link failure. A configuration message including an indication of the second SDT is transmitted to the base station. A response message including a UL grant is received from the base station. The UL data is encoded for the second SDT using the secure key. The second SDT is performed using the UL grant while the UE is in the RRC_Inactive state.

    Abstract: Systems and methods of increasing paging opportunities when the unlicensed band is used are described. The gNB sends an RRC message that indicates multiple monitoring occasions in a paging occasion of a paging frame. The UE monitors a monitoring occasion of a PO to determine whether a PDCCH with a P-RNTI has been received in an unlicensed band. If such a PDCCH is received, the UE decodes PD SCH information in the PDCCH to determine whether the P-RNTI is a P-RNTI of the UE. If so, the UE avoids monitoring subsequent monitoring occasions of the PO. If the PDCCH does not contain a P-RNTI, the UE continues to monitor other monitoring occasions within the PO.

The 2-step RA procedure may include: an uplink MsgA message that includes, within a random access occasion (RO), a MsgA preamble and a MsgA payload; and a downlink MsgB message that includes, within another RO, a MsgB PDCCH and a MsgB payload. The configuration information may indicate: resources allocated for the MsgA preamble; and a mapping between the resources allocated for the MsgA preamble and the MsgA payload. The UE may determine the resources allocated for the MsgA pay load based on the resources allocated for the MsgA preamble and the mapping.

A second message received from the gNB in response to the first message is decoded. The second message includes a MAC RAR with an uplink (UL) grant and an indication of an LBT procedure type or a channel access and CP extension. An LBT procedure based on the LBT procedure type or the channel access and CP extension provided in the indication is performed. Data is encoded for transmission to the gNB based on successful completion of the LBT procedure, the transmission using a PUSCH, and a UL resource indicated by the UL grant.

The RAR window may be greater than one frame. The Msg2 or MsgB (e.g., a downlink control information (DCI) and/or a medium access control (MAC) RAR) may indicate the SFN associated with the RACH occasion. The UE may determine whether the message is for the UE or another UE based on the SFN. Other embodiments may be described and claimed.

Signal measurements are performed on the RLM-RSs that are successfully transmitted within an evaluation duration to determine a block error rate (BLER). The signal measurements are performed when the number is higher than a threshold number. An in-sync (IS) indicator or an out-of-sync (OOS) indicator are generated based on the signal measurements.

The UE further performs a plurality of listen before talk (LBT) procedures associated with respective ones of the plurality of transmission occasions to be performed by the UE, and tracks a number of LBT failures during the performance of the plurality of LBT procedures, wherein a LBT failure occurs due to a channel used for the associated LBT procedure being busy or when an LBT backoff is still running from a previous LBT failure. The UE further implements a recovery procedure in response to the LBT failures exceeding a predetermined threshold within a predetermined time period.
