According to the method, when a condition for implementing reliable transmission is not met, the core network device can be indicated to suspend the PDU session. In this way, a PDU session does not need to be re-established, and signaling overheads for establishing the PDU session are saved.

    Abstract: A communication method and an apparatus are provided, to resolve a problem of low data transmission efficiency. The method includes: in response to receiving a paging message from a terminal device, a terminal device determines, based on a preconfiguration and/or the paging message, a first physical uplink shared channel (PUSCH) resource used to transmit a paging response, and sends the paging response to the access network device on the first PUSCH resource, where the paging response carries identity authentication information of the terminal device. After the access network device or a core network successfully performs identity authentication on the terminal device, downlink data transmission can be performed. Compared with a manner in which downlink data transmission can be performed only after a radio resource control (RRC) connection is set up or resumed, this manner can improve data transmission efficiency.

A terminal obtains a correspondence between first TA and a beam, determines, based on the correspondence, the beam corresponding to the first TA, and further determines, based on the beam corresponding to the first TA, whether the first TA is invalid. In other words, in embodiments of this application, the terminal may determine, by using a finer granularity, whether the first TA is invalid, and this helps trigger selection of more appropriate TA.
