    Abstract: According to one embodiment, a virtual machine management device includes processing circuitry. The processing circuitry performs a simulation according to operation schedules of first to nth applications executable on first to nth virtual machines, the simulation performing, at a scheduling interval, to allocate virtual machines from the first to nth virtual machines to a plurality of physical CPUs in a physical machine, and cause the virtual machines allocated to the physical CPUs to execute the applications using the allocated physical CPUs. The processing circuitry determine whether performance requirements of the first to nth applications are satisfied based on times for which the first to nth applications are held on standby due to not allocating the physical CPU.
