Transmitters may be arranged on a roadway on which the vehicles travel, at a gas station or other vehicle-accessible commercial or public location such as a mall, at the vehicle operator's home and on a road sign, basically anywhere in range of a traveling vehicle. The information to be transmitted to the vehicle may be prioritized and transmitted via the transmitter based on the prioritization.
