    Abstract: The present invention provides a method and apparatus for performing line qualification tests, and binning the results of such testing. The lines are tested to determine or estimate various characteristics of the line. Physical characteristics of the line may be estimated (e.g. line length, line gauge, insertion loss). The presence of devices on the line such as load coils, bridged taps, terminations and the like may also be determined. A prediction of the data rate the loop can support is made from the measured and estimated line conditions. The results are binned according to certain criteria and to provide an easily discernable status of the line. The binning can be performed by a computer using software designed specifically for this purpose. The binned results may include a first category indicating the line cannot support a certain level of high speed access. The binned results may also include a second category indicating the line can support a certain level of high speed access.

The call control node serves as one or more virtual switching points in the network to directly control call routing without disconnecting a called or calling party, unless required as part of a service feature. An incoming call SETUP command is considered to have looped back when it is assigned a Call Reference Value identical to the Last Sent CRV, and it requests a PRI channel that is occupied. The PRI is considered to be in a loopback condition after a predetermined number of call SETUP commands have looped back. The PRI can be removed from service while the loopback condition persists.

Further, a single software object is established to always control the first layer of software protocol on the common signaling channel whether that is the primary signaling channel or secondary signaling channel.

If the bandwidth allocated to a particular channel card is insufficient, a provisioning channel card may be used which will signal the common equipment that it exists and should be allocated to a bandwidth. However, the provisioning channel card will effectively provide its bandwidth to at least one other channel card, which will use the additional bandwidth to meet the requirements of a particular protocol, such as ISDN.
