Each ring is moveable relative to the housing between an upright configuration in which the ring stands generally upright from the housing and a fold-down configuration in which the ring generally lies against the housing. The mechanism includes a housing that supports pivoting motion of hinge plates for bringing the ring members to either an open position and a closed position. The mechanism also includes a control structure that can pivot relative to the housing to controllably move the hinge plates to bring the ring members together. In a closed and locked position of the mechanism, the control structure is releasably held behind protrusions of the hinge plates, thereby blocking the hinge plates pivoting motion and positively locking the ring members together.

A releasing element is disposed between the respective connecting members, and a force is given by the releasing element in the direction that the closed loops via binding members are released.
