    Abstract: A spill-proof aerator is disclosed that is adapted to flamelessly diffuse a liquid solution into the atmosphere. The device comprises a liquid solution having less than 20% volatile organic compounds housed in a vessel with at least one wall, wherein an opening is disposed in the wall. The device further includes a wick assembly including at least a wick of porous material capable of being disposed in the opening of the vessel for at least partial submergence in the liquid solution. The wick is further disposed for drawing up the liquid solution thorough capillary action. The wick assembly is reusable and adapted to removably seal the opening in the vessel.

The video frames of the video stream are encoded by determining predictions for defined partitions of the video frames, a prediction being based on at least one reference area of a reference frame of the video stream; one motion vector associated to said reference area; and a weighting factor associated to said reference area. The difference between partition and corresponding predicted partition is done to establish a partition residual, the encoded video stream with partition residual are transmitted to the video decoder to decode predicted partition, decoded partition of the video frame being formed by combination of decoded predicted partition and corresponding partition residual. A transmission error probability of the decoded partition is fed back to the video encoder.

Subsequent to applying a first electrical voltage on a liquid crystal to induce a reorientation of the liquid crystal, a second electrical voltage with proper polarity is applied on the liquid crystal to assist the relaxation of the reorientation that was induced by the first electrical voltage. The “switch-off” phase of the liquid crystal can therefore be accelerated or temporally shortened, and the device can exhibit better performance such as fast response to on/off signals.     Abstract: A mobile terminal is attached to a first network of a first technology type RAT1. The mobile terminal transmits UE capability information to the first network by a plurality of containers. Each container relates to one type of technology which is supported by the mobile terminal. Each container includes an indicator tag identifying the RAT to which its contents relate. On receipt of the containers, the first network decodes the content of the container that is indicated to be of its own technology type. If there is a neighbouring network of another technology type with which the mobile terminal is compatible, the first network sends the relevant container to the second network, where its content is decoded. The second network may return generalized information derived from the container back to the first network. This mechanism provides a content-agnostic approach for transferring mobile capability information between networks of different technology types.
