The hydrophilic coating film 14 is formed by applying a composition comprising boehmite particles, silica particles, a binder and water, on a surface of a base material film, followed by drying.

Thereby, a JTE region can be formed that has a wide range of impurity concentration and a desired breakdown voltage without increasing the number of steps of the manufacturing process.
