Abstract: A method controls transport network layer congestion detection in HSDPA systems. The method involves detecting, at an SRNC, a condition requiring the disabling, at a Node B, of measurements performed on certain fields of a data frame for detecting congestion for certain packet flows; sending, from the SRNC to the Node B, a command for disabling said measurements for the concerned packet flows; and resetting, at the Node B, any measurement performed until reception of said command for disabling the congestion detection.

A priority degree setter assigns a phase to each transfer packet generated by the packet divider according to each position in contents data and sets, for each transfer packet to which the phase has been assigned, a priority degree indicating the degree of priority of being transmitted to a transmission destination. The method includes calculating an output optical noise of the signal light extraction apparatus using a parametric gain of the nonlinear optical medium, a power of a quantum noise of the light having passed through the orthogonal polarizer, and a ratio of a power of the signal light and a power of the signal light sampled by the sampling pulse; and calculating an optical noise index using the output optical noise.
