When the belt passes through the through-hole, the contacting side defines a tying area for accommodating a tied object, and the protruding portion protrudes into the tying area. When the tied object pushes the protruding portion towards outside the tying area, the pressing portion presses the restricting part to restrict a movement of the belt.
