    Abstract: A method of operating a communication system is disclosed. A first set of wireless devices is communicated with using a first frequency range. A second set of wireless devices is communicated with using a second frequency range. A first air-interface utilization associated with the first frequency range is determined. The first air-interface utilization is determined to satisfy a criteria. A second air-interface utilization associated with the second frequency range is determined. A subset of the first set of wireless devices is selected. The subset is selected to have a total air interface utilization that exceeds one-half of the difference between the first air-interface utilization and the second air-interface utilization. The subset of wireless devices is controlled to use the second frequency range.

If the 3G and 4G base stations are lightly loaded, one or more 4G Channel Quality Indicators (CQI) are compared with one or more corresponding 3G Data Rate Control (DRC) indices to determine which of the 3G and 4G networks allows a higher data throughput. The dual mode communications device is handed off to a 4G base station associated with the 4G coverage if the 4G network allows the higher data throughput; otherwise, the dual mode communications device is handed off to a 3G base station. User priorities, application categories, and/or MIMO and diversity modes may be used to determine handoff if the base stations are more than lightly loaded.

If any one of a plurality of BE service flows are congested, a minimum reserved traffic rate (MRTR) algorithm is used by the controller to ensure that at least a highest priority BE service flow is maintained at least at an associated MRTR. If none of the plurality of BE service flows are congested, a maximum sustained traffic rate (MSTR) algorithm is used by the controller to enable the highest priority BE service flow to be set to at least at an associated MSTR before lower priority service flows are increased. If none of the plurality of BE service flows are congested and each service flow is at their associated MSTR, the controller is configured to distribute any excess bandwidth to each service flow in accordance with an initial set of priority BE traffic flow ratios.

After the mobile station has been authenticated, the visited ASN-GW receives a first data-path request message from a base station serving the mobile station, requesting a path for data-packet communication for the mobile station that extends between base station and the visited ASN-GW. The visited ASN-GW responsively uses the received identification to send a second data-path request message to the home ASN-GW which requests a path for data-packet communication that extends between the base station and the home ASN-GW. Once the data-path has been established, the home ASN-GW may monitor and/or place restrictions on the data being transmitted to and from the mobile stations.
