Abstract: Described herein are oral care whitening compositions comprising a non-aqueous phase comprising a peroxysulfate whitening agent, a hydrophobic base and at least one hydrophilic polymer, and optionally an aqueous phase comprising at least one hydrophilic polymer. Methods of making and using these compositions are also described herein.
