    Abstract: A voice encoding method includes the steps of encoding a first frame that contains a plurality of voice data into encoded parameters, locally decoding the encoded parameters of the first frame into a second frame, performing a plurality of interpolation recovery processes that generate respective frames approximating to the first frame by using a frame or frames other than the first frame, comparing the second frame with the frames approximating to the first frame generated by the plurality of interpolation recovery processes, calculating a signal to noise ratio of each of the frames approximating to the first frame by treating the second frame as the signal, determining an index number that indicates an interpolation recovery process which provides a highest signal to noise ratio, and multiplexing and transmitting the index number with the encoded parameters.

    Abstract: Data transferred from a host computer to a memory device is written into sectors whose addresses in a memory area are decoded by a decode table. Old data to be updated by the above data is erased or marked with erase flags. At a predetermined point of time, in order to create free areas, necessary data is evacuated to a primary memory media and unnecessary data indicated by erase flags is erased by a unit of predetermined memory size. Part of the memory media which has become defective is marked with a defect flag, and is replaced by an alternate area. In doing so, the decode table is rewritten to arrange the memory area.

    Abstract: A method for designing an integrated circuit such as a VLSI circuit, in particular optimizing delay of a signal transmitting through signal lines connecting a signal supplying source to each of elements, whereby skew can be decreased. The method can include determining whether the signal source satisfies a fan-out restriction if the signal source supplies a signal to all of the driven elements which are directly connected to the signal source, dividing the elements into groups so that the fan-out restriction is satisfied in each of the groups and each of the groups has the same or substantially same load capacity, when the signal source does not satisfy the fan-out restriction, and inserting into each group, a buffer having a size which makes the groups of elements satisfy the fan-out restriction. The dividing and the buffer inserting are repeated until a positive determination is delivered on the fan-out restriction.

Relating to an inverter which converts DC input into AC output and supplies the AC output to a load, change in a circuit current of the inverter is detected through the medium of magnetic flux change due to the change in the circuit current caused by discharge. For example, if change in a current occurs in the circuit current of the inverter by disconnection discharge or ground-fault discharge occurring in a current route including a load of the inverter, magnetic flux change occurs in circuit wiring and a space of a core gap of a transformer of the inverter. The change in the circuit current is detected through the medium of the magnetic flux change without contacting with the circuit wiring or the transformer.
