    Abstract: A system and method for image and video compression using compressive sensing is provided. An embodiment method for compressing an image having a plurality of image blocks includes selecting an image block from the plurality of image blocks to compress, computing a sum of sinusoidal signals at different frequencies and amplitudes representation for the selected image block, quantizing the amplitudes of the sinusoidal signals at different frequencies, and saving the quantized amplitudes as a first compressed image block. The method also includes truncating the quantized amplitudes, thereby producing truncated quantized amplitudes, saving the truncated quantized amplitudes as a second compressed image block, and selecting either the first compressed image block or the second compressed image block as a final compressed image block. The selecting is based on a measure of the quality of the first compressed image block and the second compressed image block.

Also disclosed is a network component comprising a processor configured to predict an intra mode for a considered block based on a minimum group number and a minimum group index of two used modes for two adjacent blocks of the considered block, and a transmitter configured to send coded bits of a group number for an actual intra mode for the considered block if the actual intra mode does not match the predicted intra mode.

The probability of non-interfering is used by the transceiver to determine a transmit power level such that the possibility of interference with licensed use on the frequency band is reduced. Embodiments of the present invention may be used to improve the transmission rate of the cognitive radio user.

    Abstract: Embodiments of the present invention provide methods and apparatuses for reducing power consumption for a mobile electronic device in order to extend battery life. In an embodiment, the mobile electronic device monitors a power level of the battery in the mobile electronic device, determines that the power level of the battery reaches a predetermined threshold, and based upon the determination, terminates a first launcher currently running on the mobile electronic device and activates a second launcher on the mobile electronic device. By activating the second launcher which has power saving features, the power consumption of the mobile electronic device is reduced and thus the battery life is extended while preserving the basic functions of the mobile device.

The memory module is configured to receive the signal from the memory mode selection module and store data corresponding to signal to memory cells. The output selection module is configured to receive the data from the memory cells, and transmit the data to downstream circuitry, which may use the data to perform a structural test, such as a logic built-in self-test.
