The subset of communications controllers includes ad hoc communications controllers in the communications network, and the setting of the transmit power level is performed in a distributed manner. The information is transmitted at a transmit power level set for the communications controller.

The method also includes incrementing n, repeating the quantizing an (n?1)-th quantized estimate until n=R, and transmitting information based on the R quantized estimates to the base station.
