The device has a crystal oscillator, a frequency control unit, a phase-lock-loop (PLL) spread-spectrum unit electrically connected with the crystal oscillator and the frequency control unit, a memory unit having a clock setting value stored therein, a detection control unit electrically connected with the memory unit and used to detect a signal status, and a logic control unit electrically connected with the PLL spread-spectrum unit, the frequency control unit and the detection control unit.

Thereby, not only the significantly raised effect of heat-dissipation of the heat-conductive base plate, but also the effectively reduced working noise due to a parallel path of the airflow with respect to the fins may be obtained.

The primary BIOS program has confirmation code for generating a confirmation signal on the first GPIO register. The BIOS switching circuit shadows the primary or secondary BIOS program into a predetermined address space of the CPU according to the confirmation signal and the delay signal. While the primary BIOS program is shadowed, if the BIOS switching circuit receives the timer delay signal before receiving the BIOS confirmation signal, then the BIOS switching circuit causes the CPU to be reset and shadows the secondary BIOS program.

Thereby the heat of the electronic device is reduced to a degree that a TEC can efficiently handle. In the second stage, a TEC of the apparatus dissipate the residual of the heat produced by the electronic device through at least a back heat pipe and a back radiator.
