A pedal effort controller is configured to include an elastic member rotatably installed at a front portion of the pedal arm. A switching member extends and is bent downwardly from the elastic member. The switching member has the bent portion contacted to the height controller. The pedal effort controller presses the protrusion downwardly through the switching member with an elastic force at an initial position of the pedal arm, and pushes the protrusion upward.
