    Abstract: A communication system and method is described, including two or more transceivers at different locations, in which a region of the atmosphere at an altitude ranging from 150-350 KM is modified by applying an E-Field strength of 0.2 V/m to create a High-Frequency Ionized Lines/High-Frequency Plasma Lines (HFIL/HFPL) region. The HFIL/HFPL region provides a means for incoming RF transmission signals to be isotropically repeated and received by transceivers at other distant locations within line-of-sight of the HFIL/HFPL region. Incoming RF transmissions into the HFIL/HFPL region may use radio frequencies ranging from 100 MHz-20 GHz. The system described offers a means for users to transmit data from one over-the-horizon location to another at distances up to 4800 km without wires or physical satellites.

    Abstract: A method of interframe point cloud attribute coding is performed by at least one processor and includes obtaining, as a motion estimation unreliability measure of motion estimation of a target frame, a value inversely proportional to a ratio of a number of first point cloud samples of the target frame respectively with second point cloud samples of an interframe reference frame, to a number of point cloud samples in the target frame. The method further includes identifying whether the obtained motion estimation unreliability measure is greater than a predetermined threshold, based on the obtained motion estimation unreliability measure being identified to be greater than the predetermined threshold, skipping motion compensation of the target frame, and based on the obtained motion estimation unreliability measure being identified to be less than or equal to the predetermined threshold, performing the motion compensation of the target frame.

    Abstract: Embodiments of methods for improving mesophase pitch for carbon fiber production using supercritical carbon dioxide are described. The methods improve the relative amount and quality of mesophase pitch in feedstocks, such as coal tar, already having at least some mesophase pitch. One particular method includes performing a sCO2/toluene extraction on the coal tar to obtain a toluene insoluble fraction of the coal tar; mixing the toluene insoluble fraction with sCO2 to obtain a sCO2/toluene insoluble fraction mixture; and extruding the sCO2/toluene insoluble fraction mixture, thereby separating the sCO2 from the toluene insoluble fraction to obtain fibers of mesophase pitch.
