Abstract: A threshold limit representing the number of handovers allowed to be performed by a mobile station within a predetermined period of time is assigned to a serving mobile network. In case a fast moving mobile station exceeds the prescribed number of handovers, a cell selection in accordance with the hierarchical cell location method is overruled. Instead, a cell selection in accordance with the normal cell location method is implemented to reduce the number of future handovers by the fast moving mobile station.

Abstract: The system includes various circuit units each having a capacitor and a charging circuit for defining a quantity depending upon the ratio (I/C) between the charging current and the capacitance of the capacitors. In order to compensate automatically for deviations of the actual capacitances from the nominal capacitances due to fluctuations in the parameters of the integrated-circuit manufacturing process, the system has a phase-locked loop which uses one of the circuit units as an adjustable oscillator, and current transducer means which regulates the charging currents of the capacitors of the circuit units in dependence on the regulated charging current of the capacitor of the oscillator, or the error current of the PLL loop.

Abstract: A hinge to be mounted on a frame of a piece of furniture includes a hinge arm which is mounted on a mounting plate and is lockable on the mounting plate. The hinge arm is articulated by means of at least one hinge axle to a hinge member which is fastenable to a door. The hinge arm or the mounting plate is provided with pegs having slots into which a spring activated latching member which is movable parallel to the mounting plate is engageable, thus locking the hinge arm to the mounting plate. The mounting plate and the hinge arm are of rectangular configuration with two longer sides and two shorter sides, whereby the longer sides of the mounting plate and the hinge arm are aligned parallel to the hinge axis. The mounting plate is provided on its longer sides with webs extending perpendicular to the mounting plate for abutment with the frame when in mounted position. The latching member is provided with a handle situated at one of the long sides of the hinge arm.

Abstract: Apparatus and method for a modular postage accounting system. An open system metering device of the present invention includes a general purpose computer, a digital printer and a secure metering device (SMD). The SMD performs the accounting functions of a postage meter and generates encrypted postage indicia data for transmission by the computer to the digital printer and subsequent printing on a mailpiece by the digital printer. Postage credit data can be entered into the SMD using a computerized meter resetting system just as it is in a conventional postage meter.

Abstract: Measurements of the load being carried on the control channel of a cellular telephone network air interface are made and then processed to identify a maximum permitted short message service message length for control channel transmission. Short message service messages with lengths less than the permitted maximum are authorized for transmission over the control channel. Any short message service message having a length exceeding the determined maximum length, however, is refused authorization for control channel transmission. The refused messages are either saved for control channel transmission at a later time when the measured loading permits or transmitted over the traffic channel portion of the air interface.

Abstract: The method envisages performing a first filtering and a second filtering of a video signal to obtain two signals, one signal having a passband that is equal to the complete band and a bandwidth that is a function of the frequency, and another signal whose passband is equal to the side band to be suppressed, and amplitude-modulating the signal having a complete passband with a video carrier, obtaining a first signal. The signal whose sideband is equal to the band to be suppressed is phase-shifted by 90.degree. and modulated with the video carrier phase-shifted by 90.degree., obtaining a second signal. The algebraic sum of the first signal and of the second signal obtains a third signal that represents the television signal having the desired side band.

Abstract: A steering wheel for motor vehicles comprising a metal framework formed by a rim and by substantially cylindrical wire rods interconnecting the rim with a central hub. For connecting the wire rods and the rim substantially V-shaped metal sleeves are provided, each having a first tubular branch for attachment on the rim and a second tubular branch for attachment of the corresponding wire rod, which is rigidly joined to the first branch through a double integral bracing wall.

Abstract: A vibratory conveyor capable of fluidizing particulate material permits control of direction, speed and fluidization of the material. The material is placed on a conveyor and vibrated by a linear vibrator which provides horizontal and vertical components of vibrational forces in a direction of movement. The amplitude and frequency of vibration are controlled to maintain a predetermined degree of fluidization. The vector angle of the linear vibrator is positioned to define a predetermined speed and direction of movement of the material on the conveyor.

Abstract: A lifting apparatus for lifting a heavy object. The lifting apparatus including a frame assembly having a pair of side beams spaced parallel to one another. A sliding sheave assembly is mounted to the frame assembly. The sliding sheave assembly is positioned between the pair of side beams. The sliding sheave assembly has a first shaft with a plurality of first sheaves mounted thereto and a second shaft with a plurality of second sheaves mounted thereto. The first and second shafts are separated by a distance which can be varied. A cylinder has a first end connected to the frame assembly and a rod end attached to the sliding sheave assembly. The cylinder rod end is capable of moving longitudinally relative to the first end to thereby alter the distance between the first and second shafts. A cable having first and second ends attached to the frame assembly is reeved between the pluralities of first and second sheaves.

Abstract: A new golf swing training device has a club with an elongated shaft with a hand grip at one end and a club head at the other end. A hinge is interposed between the first and second ends to allow the club head to break both rearwardly and forwardly. A spring biased projection cooperates with a recess so that different forces are required to break the club head in one direction, i.e., rearwardly, relative to a second force required to break the club in a second direction, i.e., forwardly. The tension of the hinge may also be adjusted. Access to the adjusting member is accessible from a location adjacent and non-aligned with the longitudinal axis of the club. In one embodiment, the hinge may be defined by a male/female assembly. In another embodiment, the hinge is defined by substantially identical side-by-side members.

Abstract: An touch screen of the voltage-divider type is provided which includes two substrates spaced apart from each other by a gap, each substrate including a region formed of conductive material formed in overlapping relationship to each other. A pair of strips formed from a resistive material is coupled to opposed edges of each conductive region such that the resistance strips of the first substrate extend in a substantially perpendicular direction to the resistance strips of said the second substrate. A circuit is provided which applies a first reference voltage across the resistance strips of the first substrate, and subsequently applies a second reference voltage across the resistance strips of the second substrate.

Abstract: Woven or non-woven fabric, in particular for the manufacture of prepregs especially for the manufacture of structural components in the aviation industry, manufactured of fibers, preferably carbon fibers having an elasticity modulus in excess of 80 000 N/mm.sup.2, preferably of 200 000 N/mm.sup.2 and a specific gravity of preferably 1,5 g/cm.sup.3, and not more than 2,1 g/cm.sup.3, wherein the fibers are composed of mono-filaments, and the fibers and therefore also the fabrics have been pressed flat, preferably calendered. In order to produce a woven or non-woven fabric which is mechanically particularly strong and yet can be manufactured economically, each fiber is composed of at least 2000, preferably 3000 individual mono-filaments (3K=200 tex=200 g/1000 m). The woven or non-woven fabric is preferably used for the manufacture of prepregs and henceforth for lightweight structural components especially for the aviation industry and in particular for overhead luggage compartments.
