Abstract: An inter-working network includes a plurality of interfaces for facilitating communications with a plurality of dispatch networks, a proxy, a signaling bridge, a signaling controller and a signaling gateway. The interfaces include a border gateway that manages communications between the inter-working architecture and each dispatch network. The proxy analyzes incoming session requests to determine whether translation is required between originating and terminating dispatch networks. The signaling bridge is adapted to translate session and signaling messages between dispatch networks having incompatible technologies. The signaling controller is interfaced with the signaling bridge and is adapted to manage dispatch sessions between an originating dispatch network and at least one target dispatch network. The signaling gateway is interfaced with the signaling controller and allocates media resources, such as transcoders, to dispatch sessions in order to convert real-time media between dispatch networks.
Abstract: An inter-working network for facilitating dispatch communications between subscribers of disparate dispatch networks includes core inter-working components and regional inter-working components. The core inter-working components include a network management system, an address translation server, a location server and a billing clearinghouse. Regional inter-working components include a plurality of points-of-presence and a plurality of border gateways interfacing each dispatch network to a point-of-presence. The billing clearinghouse collects call data from the regional points-of-presence for dispatch sessions facilitated by the inter-working architecture, performs a settlement function and creates corresponding inter-working invoices.
Abstract: Systems and methods for fault tolerant communication are provided. A base site is coupled to a central office via a channel service unit. The channel service unit is coupled to the central office via primary and secondary communications links. A first and second permanent virtual circuit couple the channel service unit to a wireless carrier core network. When there is a fault on the primary communication link or the primary permanent virtual circuit user network interface of an aggregator, the secondary communication link is established and the secondary permanent virtual circuit is activated. Communications are then routed to the wireless carrier core network via the secondary communication link and the secondary permanent virtual circuit.
Abstract: A system and method for reducing power consumption and interference in a communications system that has multiple base radios. A base radio controller assigns priorities to the base radios in the system. When higher priority base radios have excess capacity, intracell handovers are used to consolidate communications from lower priority base radios to higher priority base radios. After transferring communications to higher priority base radios, the lower priority base radios can attenuate or shut off their transmitted signal in order to reduce or eliminate all the interference they cause other base stations in the system, and reduce transmission power requirements.
Abstract: A client-based solution for seamless access to applications across networks is agnostic to the inter-network mix of application architectures with or without IMS. In one embodiment, the presence of an added layer of intelligence effectively traverses and is agnostic to the various standards layers.

A mobile station performs a make-before-break handoff of a control channel between a serving and target base station and a break-before-make handoff of a traffic channel between the serving and target base stations. Abstract: A wireless communication system useful in locating users of mobile communication units (MUs) in emergency situations. In one embodiment, the system includes a plurality of aircraft-deployable, wireless position determining equipment (PDE) to generate position information from an emergency call request received from an MU, and a wireless mobile positioning center (MPC) on board an aircraft adapted to determine the location of the MU from the position information received from the PDE. In another embodiment, the PDE are adapted to transmit a message to elicit a response from the MU to acquire position information. In another embodiment, the PDE are adapted to receive periodic messages from the MU to acquire position information. In another embodiment, a mobile switching center (MSC) assists a GPS-capable MU in determining its location by providing it the information on the GPS satellites visible within the area covered by its base station and sector.
Abstract: An inter-working network facilitating group communications among subscribers spanning a plurality of disparate dispatch networks, a signaling controller, a media gateway, a system for facilitating the monetization of inter-carrier dispatch communications and a group management server. The signaling controller and media gateway generate dispatch call records for dispatch sessions facilitated through the inter-working network. The system includes a billing accumulator and a settlement entity. The billing accumulator is interfaced with the inter-working network and includes logic to receive and store the dispatch call data records from the inter-working architecture. The settlement entity is interfaced with the billing accumulator, and includes settlement logic for converting each stored dispatch call data record to a billing record for each of at least two of the dispatch networks. The group management server is interfaced with group management servers in each of the dispatch networks.
Abstract: Systems and methods for a mobile universal communication gateway are provided. The mobile universal communication gateway can bridge a mobile station located in a personal area network with one or more wide area networks. The mobile universal communication gateway can select one or more backhaul communication links to the one or more wide area networks based on a variety of factors such as available bandwidth, access cost, traffic loads and the like. The mobile universal communication gateway can also include a non-volatile storage area to store information for mobile stations of the personal area network.

Abstract: An architecture and method for intercepting communications in a communications network is disclosed. The architecture includes a first access device that captures call identifying information of a call to the communications network and transmits the captured call identifying information to a network infrastructure of the communications network over a communications channel that interconnects the first access device to the network infrastructure. The architecture also includes a second access device that resides within the network infrastructure and captures call content information of the call. Abstract: A method, computer-readable medium, and apparatus for dynamically assigning radio resources between a frequency division duplexing (FDD) carrier and a time division duplexing (TDD) carrier is provided. Abstract: A system and method for optimizing handoff processing in networks with fully collapsed base station routers is disclosed. In accordance with exemplary embodiments of the present invention, handoff processing is optimized by allowing base station routers to automatically discover, and maintain lists of, their neighbor base station routers. Using the list of discovered neighbor base station routers, a base station router polls its neighbors for a list of all active users. The base station router then polls the Context Transfer Server (CTS) database for these users' contexts. Accordingly, instead of polling the CTS database during handoff, the present invention allows a base station router to activate the context from local memory.
Abstract: Systems and methods for providing location based services are provided. Location based services can include establishing a call between mobile stations when the mobile stations are within a predetermined distance from each other. The location based services can also include providing an originating mobile station with a relative distance to a destination mobile station. The locations of the originating and destination mobile stations can be determined using a timing advance value and information used for a smart antenna array.
Abstract: Disclosed are systems and methods for providing a carrier-independent calling-party-pays system. In one embodiment, upon having a call routed to a mobile switching center from a calling party, the mobile switching center determines if the called party is a calling-party-pays (CPP) customer. Depending on whether the called party is a CPP customer or not, the mobile switching center may bill only the calling party, or both the calling party and the called party.
Abstract: A system and method for detection and notification of an improper access of a wireless device is disclosed. The system includes a wireless device adapted to detect improper access of itself over a wireless network and transmit data representative of the improper access over a data network to a control center. The control center processes the data and generates and transmits alerts to target wireless devices.
Abstract: In an embodiment of a method of the present invention, the method includes the acts of establishing a dispatch multi-party call between a set of communication devices and establishing a sidebar communication between a subset of the set of communication devices. The set of communication devices participate in the dispatch multi-party call and only the subset of communication devices participate in the sidebar communication. In an embodiment of a system of the present invention, the system includes a dispatch network and a set of communication devices in communication with the dispatch network. The dispatch network establishes a dispatch multi-party call between the set of communication devices and a sidebar communication between a subset of the set of communication devices, wherein the set of communication devices participate in the dispatch multi-party call and only the subset of communication devices participate in the sidebar communication.
