The speech can be buffered in either the network or in the originating communication device. The speech can be buffered either before or after receiving a call setup acknowledgment from the dispatch network.

In an embodiment of the system, the system includes the home network of the communications unit, where the home network utilizes a proprietary technology but where the communications unit communicates in the home network in the standards-based technology. The system also includes a visitor location register coupled to the home network. The dual-mode mobile communications unit is provisioned as a visitor in the visitor location register of the home network.

A portion of the amount of network resources required to support the projected number of participants in the dispatch multi-party call is dedicated to the dispatch multi-party call in the service provider network. A dispatch application processor (DAP) is coupled to the home location register and the DAP retrieves the presence subscription information for a subscriber registered in the DAP. The DAP provides a presence message to the presence server and the presence server provides a presence status to a communications medium.

The processor determines a priority order for processing of the first service request and the second service request by comparing the first source IP address and the second source IP address to the data in the database. The one or more mobile units are also assigned to a second paging channel. The second paging channel slot cycle is determined using a negative slot cycle index. A mobile unit can then be configured to monitor the first paging channel during the first slot cycle. Similarly, the mobile unit may also be configured to monitor the second paging channel during the second slot cycle. The first paging channel may be used to provide the mobile unit with notification of a cellular call and the second paging channel may be used to provide notification of a walkie-talkie call.
