Rather, the user may be able to initiate the transfer of content between services through interaction with a user agent, such as a web browser used by the user to access web content. Thus, at the request of the user, content that was previously accessible through one website may be shared with another website through a “side-loading” type of operation.

The timer counts transmission time intervals and is reset each time that the user equipment receives a data packet. A base station can run a similar timer and, after the timer reaches a set value, can consider the user equipment as no longer being active.
