The number may be less than or equal to the maximum number in response to the BWP being associated with the maximum number of transmission layers.

The base station may also transmit a downlink control information (DCI) indicating an activation of the cell for the wireless device, to the wireless device. In response to transmitting the DCI, the base station may further activate the cell for the wireless device and start the cell deactivation timer based on the first timer value. In response to activating the cell, the base station may activate the first BWP of the cell for the wireless device. The base station may also start the BWP inactivity timer based on the second timer value.
