On the other hand, the check valve opens when the rotor rotates in the reverse rotation direction, so as to allow movement of the viscous fluid between the areas 111a-111d. The pressure-regulating valve opens when rotating force applied for rotating the rotor in the normal rotation direction is above a predetermined value, to cancel the restriction of movement of the viscous fluid between the areas 111a-111d.

A metal powder sintered layer (4) may also be formed on the surface (21) of the metal plate (2). Here, a thermosetting resin (such as a low-viscosity phenolic resin, or an epoxy resin) having a low viscosity and a high affinity with the phenolic resin used in the prepreg (3) is used in the binder (5).
