The safe end-of-life device (20) is tubular, has low thermal conductivity and in preferred forms of the invention is a glass such as quartz or a ceramic such as aluminum oxide. The ends (22) of a fluorescent lamp (24) penetrate the tubular end-of-life device (20) and extend into the interior of the housing for suitable connection to an enclosed electronic ballast. The semiconductor chip is bonded to one of the exposed areas and a wire bonds the chip to the second exposed area. A window is formed in the cavity and the walls of the housing that form the cavity may be made of a reflective material.
