    Abstract: A method and system transcodes an input video to a lower spatial resolution. The input video is first decoded into pictures. Each picture includes a set of macroblocks. Each picture sub-sampled to a downscaled picture having a lower spatial resolution. A quantization scale is selected for each macroblock in the downscaled picture. A set of motion vectors is generated for each macroblock in the downscaled picture. A multiplier value based on the quantization scale is determined for each macroblock in the downscaled picture. One of a plurality of encoding modes is selected for each macroblock in the downscaled picture according to the quantization scale, the motion vectors, and the multiplier value. Then, each macroblock in each downscaled picture is encoded according to the quantization scale, the selected encoding mode, and the set of motion vectors to produce an output video having a lower spatial resolution that the input video.

    Abstract: The present invention provides methods for removing particulate and a vapor phase contaminant from a gas stream including, in one embodiment, directing a gas stream comprising fly ash and a vapor phase contaminant into a particulate collection device, wherein the particulate collection device includes an upstream collection section and a downstream collection section; removing at least a portion of the fly ash from the gas stream in the upstream collection section; injecting a sorbent into the particulate control device between the upstream collection section and the downstream collection section; adsorbing the vapor phase contaminant onto the sorbent to produce spent sorbent; and removing the spent sorbent from the gas stream in the upstream collection section. An apparatus is also provided for performing the methods.

    Abstract: The present invention provides a method for controlling crown gall disease in plants using an effective quantity of ?-proteobacteria that produces trifolitoxin (TFX). The present invention also provides a biocontrol agent for use in the above method, and a plant coated with the biological control agent. The biocontrol agent is characterized as a biologically pure culture of an ?-proteobacteria strain that produces TFX, or an ?-proteobacteria strain genetically engineered to produce TFX. The ?-proteobacteria strain employed may include any one of the many strains of Agrobacterium capable of producing crown galls, including Agrobacterium vitis and, in particular, A. vitis F2/5. The ?-proteobacteria strain employed may be genetically engineered to produce TFX by introducing a genetic construct into the Agrobacterium so as to cause the Agrobacterium to carry and express the tfx operon from Rhizobium.

    Abstract: A method of delivering intensity modulated radiation therapy (IMRT) is disclosed. An intensity profile for the treatment of a patient is provided which spans a prescribed field width and includes a discrete profile having intensity values at each of a plurality of sample points bounded by the prescribed width. The prescribed width is compared to a maximum field width provided by the radiation treatment system. The intensity profile is split into a plurality of intensity profile portions, each having respective widths less than the maximum width if the prescribed width is greater than the maximum width. The prescribed field is also divided into a plurality of different profile portion split arrangements. A monitor unit (MU) efficiency is calculated for each of the arrangements. One of the arrangements is selected for delivery by the system using a leaf sequencing method.

    Abstract: The present invention provides counter flow cascade separation systems useful to separate solute/solute pairs present in a solvent. The separation systems include a series of interconnected stages with each stage comprising a combination of a diafilter preferentially permeable for one solute and an ultrafilter that accepts a permeate flow from the diafilter. The ultrafilter is permeable to solvent. Solute/solute pairs are preferentially separated by the diafilter into permeate and retentate flows and excess solvent is removed from the permeate flow by the ultrafilter and recycled back into the system. Stages are combined to form a counter flow cascade separation system capable of operation approaching an ideal counter flow cascade.
