A database may be maintained that includes spectrum that has been offered by spectrum holders for use by spectrum users. A request specifying aspects of desired spectrum may be received from a user. A lack of available spectrum from the offered spectrum that fulfills the specified aspects in the request may be identified. Unallocated spectrum from a corresponding spectrum offer may be apportioned to fulfill the request with unallocated spectrum that matches the time duration and the geographic area aspects of the request and that has a frequency range that is shifted from the frequency range of the request for at least a portion of the time duration.
